Final Report

The Commission was tasked to evaluate the regulation and practice governing referrals processes of select referral bodies with mandates in the areas of environmental significance, native vegetation and transport routes and corridors. The Commission also considered the effect of referral bodies’ input on major project assessment processes and associated administrative improvements to enhance the new planning system.

The review made recommendations to improve the effectiveness of referral agency operations and performance; lifting the consistency and transparency of major project assessment; and strengthening the state’s capacity to assess significant projects for their economic effects.

The Commission thanks the referral bodies, Planning and Land Use Services, planning professionals, industry and professional associations, and other stakeholders for supporting the Commission’s work through their timely sharing of important information and data, and candid interactions throughout the review process.
