Final Report

The Commission was tasked to evaluate and identify barriers and reform opportunities in the approvals process for quarries, in the use of their outputs in construction and elsewhere, and rehabilitation and post-closure land use.

The Commission reviewed the regulation, policies and practices applicable to the mining regulatory framework, including co-regulation and operating approvals that impact on quarries and the wider extractives industry supply chain. Balancing competing interests and achieving improvements without compromising other important government objectives has been a feature of the review.

The Commission thanks the many contributions from quarry operators, regulators, industry and professional associations, supply chain businesses and consultants, and other stakeholders.
