Steve Whetton – Chief Executive

Steve Whetton has over 20 years of experience as an applied economist covering diverse fields including productivity and economic growth, public sector effectiveness, health economics and the economics of innovation.

Steve was previously Deputy Director of the SA Centre for Economic Studies an applied economics research centre at the University of Adelaide and has also worked as an economic adviser for the UK Government.

Steve has an M. Sc. (Economics) from the University of London (Birkbeck) and a Bachelor of Economics (Honours) from the University of Adelaide.

Philip Chang – Director

Dr Philip Chang is an economist with extensive experience advising governments on private sector development and productivity growth.

Prior to joining OSAPC Philip was an Executive Director at the Northern Territory Department of Industry, Tourism and Trade and has also worked as a senior regional economist for the International Finance Corporation in Washington D.C., at the Asian Development Bank, World Trade Organisation, APEC, Productivity Commission, and Commonwealth Treasury.

Philip holds a Ph.D. in Economics from the University of Melbourne, Master of Arts in Economics from the University of British Columbia, and Bachelor of Economics (Honours) from La Trobe University. He also holds an MBA from the University of North Carolina (Charlotte).
