Draft Report

In February 2020, the South Australian Productivity Commission (the Commission) was tasked to inquire into the performance of research and development (R&D) in South Australia.

The Commission has concluded its initial investigations of R&D activity in the state, and identified a number of factors in the private, public and higher education sectors which affect the levels of R&D effort and expenditure. The Commission has also identified policy and governance reform options to improve the state’s R&D performance.

The draft report presents the Commission’s initial understanding of the key issues based on submissions, interviews with stakeholders, and analysis to date. It also provides a basis for further engagement with stakeholders, testing the Commission’s initial conclusions and draft recommendations.

The Commission thanks the stakeholders including state government agencies, universities, research institutes, businesses and peak bodies for their contributions to this draft report.

Next steps

The Commission welcomes written submissions on the draft report by 13 November 2020.

The Commission will consult further with stakeholders on the draft report’s draft conclusions, and has included specific information requests for greater clarity on some issues.

The Commission will publish its final report in January 2021.
